Is it a Jitney with rockets. Yes! A wheelbarrow, a sign, paint, wheels (that work), and chassis... an old hand push rototiller (thank you Julian).

Think of the Phillipines, the Jitneys that take you from place to place. My Jitney will take your imagination for a spin. There's even an electric red lightbulb in the top.
